Impending Workforce Shift: Over Half of Government Employees Expected to Retire in 15 Years

A recent report has shed light on a significant demographic trend within the public sector, indicating that approximately 55% of government employees are aged between 45 and 59. This age group is poised for retirement in the near future, leading to a potential mass exodus from key administrative positions.

State-owned companies are facing a similar scenario, with the majority of their workforce falling in the 55–59 age range. The report projects that more than 55% of employees in these companies will reach retirement age within the next 15 years.

The report highlights that an aging workforce could offer an opportunity to streamline the administrative apparatus. By implementing measures to simplify, digitize, and automate internal processes and public services, the government could gradually reduce the number of positions without immediate replacements for retiring staff.

While this restructuring presents potential benefits, such as increased efficiency and cost savings, it also poses challenges. The departure of experienced employees could result in a loss of critical skills that are challenging to replace. To address this issue, professional retraining programs and initiatives to prepare the younger workforce for key roles are deemed essential.

Moreover, the financial aspect of this demographic shift cannot be overlooked. Personnel expenses in 2024 amounted to over 164 billion lei, equivalent to 9.3% of the country’s GDP. By analyzing the age distribution of the workforce, authorities can anticipate which sectors will face substantial declines in personnel and tailor retraining programs accordingly.

The insights provided in the ‘Report on the Analysis of the Efficiency of Central and Local Public Administration,’ compiled by the Prime Minister’s Office in 2025 based on official 2024 data, underscore the impending changes that the public sector must navigate to ensure continuity and effectiveness in governance.
